The most-missed deadline in every Hawaii PCS
Pets to Hawaii: the quarantine clock starts now
Hawaii is rabies-free and intends to stay that way, so bringing a dog or cat means clearing the state's Animal Quarantine program. Done right and early, most military pets walk out of the airport the day they land. Done late, the fallback is quarantine at your expense — and "late" arrives faster than almost anyone expects.
The sequence, in order
Microchip first (the chip must precede the blood test), rabies vaccinations per the state's two-vaccine rules, the OIE-FAVN antibody blood test processed through an approved lab, then the mandatory 30-day waiting period, counted from the day after the approved lab receives the blood sample (and the result has to pass) — followed by health certificate, documents, and fees submitted ahead of arrival for Direct Airport Release. Each step gates the next; the calendar math is why this page says "the week orders drop" and means it. The Hawaii Department of Agriculture's Animal Quarantine Station checklist is the single source of truth — print it, date it backward from your report date, and treat every deadline as a formation time.
The numbers, from the state's own checklist (checked October 16, 2026)
These come from the Animal Quarantine Station run by Hawaii's Department of Agriculture and Biosecurity: its Animal Quarantine Information Page, Checklist 1 (Direct Airport Release and 5 Day Or Less, for pets flying into Honolulu from outside Hawaii), and its 5 Day Or Less FAQ.
- Rabies shots: at least two in the pet's lifetime, given more than 30 days apart. The most recent one must be more than 30 days before arrival and not past the booster interval on the vaccine label.
- Microchip: implanted before the blood test, and scanned by your vet to make sure it still reads. A pet that can't be identified by its chip goes to 120-day quarantine.
- OIE-FAVN blood test: run at one of four approved labs: Kansas State University, Auburn University, the University of Missouri, or the DoD Food Analysis and Diagnostic Laboratory in Texas. The state's page says the DoD lab is open only to DoD beneficiaries authorized treatment at DoD medical treatment facilities. The result has to be at least 0.5 IU/ml, and the lab form should list "HAWAII" as the destination. KSU's Micro Screen rabies test (RFFIT) isn't accepted.
- Waiting period: 30 days, counted from the day after the approved lab received the sample. The same date starts the test's 36-month validity. The checklist warns that sending blood through an intermediate lab (it names Antech and Idexx) can push that date back, and the state's page currently warns that FAVN results may take one to two months.
- Paperwork: the AQS-279 Dog & Cat Import Form, original certificates for both rabies shots, and payment must reach the Animal Quarantine Station 10 or more days before arrival. Applications can also go in online through the Hawaii Pet Owner Portal (HIPOP). The original health certificate has to be issued within 14 days of arrival and can travel with the pet. A vet must also treat for ticks within 14 days of arrival and record it on the health certificate (Revolution doesn't count).
- Fees per pet: $185 for Direct Airport Release in Honolulu, or $244 if your documents weren't received 10 or more days ahead. The 5 Day Or Less program is $244. Arriving before the 30-day wait is over means quarantine at $14.30 for each day early, plus $244. Pets that don't meet the requirements face quarantine of up to 120 days.
- Arrival day: airport release happens at the Airport Animal Quarantine Holding Facility at Daniel K. Inouye International Airport (HNL), during inspection hours of 8:00 AM to 4:30 PM, which the checklist says can change without notice. The airline can take up to an hour to bring the pet over. A qualified pet that lands between 5:00 PM and 8:00 AM is picked up 8 to 10 AM the next morning. If it isn't picked up then, it moves into the 5 Day Or Less program at $244. There are no carts or porters at the facility, so bring a vehicle big enough for the crate.
- New this year: the state's page now requires every animal that needs a health certificate for import to carry this statement: "All animals were inspected and found free of evidence of New World Screwworm infestation." Ask your vet to include it.
Correction, October 16, 2026: an earlier version of this page said the waiting period begins once a passing result reaches the program. The state's checklist counts it from the day after the lab receives the blood sample. The page has been corrected. Fees, hours and forms are the state's and can change, so check the Animal Quarantine Information Page before you book.
After wheels-down
Pet-friendly TLA lodging and rentals are both scarcer on Oahu than mainland instinct expects — filter your interim-housing plan and your pocket shortlist for pets from day one, and have vet records staged in your rental-documents packet. Verify every rule, fee, and form directly with the Hawaii Department of Agriculture — program details change, and this guide is orientation, not the checklist itself.
